長崎・原爆落下中心地碑での献花における潘基文（パン・ギムン）国連事務総長あいさつ（2010年8月5日、長崎）

長崎市民の皆さま、
皆さん、こんにちは。
65年前の夏、この地において、一機の爆撃機が一個の爆弾を投下しました。
この爆弾によって、美しい長崎の街は廃墟と化しました。
数万人の男性、女性、子どもたちの命が奪われました。
私は本日、これらの人々を思い、追悼するために、この地に参りました。
私は世界の平和のために参りました。
被爆者の皆様が耐え忍んでこられた過酷な苦境に敬意を示すために、参りました。
惨害は衝撃的なものでした。被爆者の不屈の精神は並外れたものでした。
長崎市民の皆様と連帯し、立ち上がるために参りました。
皆様は、広島の人々ともに、核軍縮に向け、活力に満ちたパートナーシップを創出してこられました。
この歴史的な地には、単に、地理的に爆心地であるという以上の意味があります。
私は今、言葉では表せないほどの重い気持ちで、この爆心地に立っています
この記念碑は、この惨害をいかなる人にも、いかなる場所にも、私たちが決して、二度ともたらしてはならない、という信念を示すものなのです。
国連事務総長として、私は核不拡散・軍縮に関する5項目の提案を行いました。
このプランは、安全保障、検証、透明性、通常兵器、核軍縮のための法的枠組みに関する提案を行っています。
私は、長崎市、長崎市民、市長、県知事の皆様の強固なご支援に対し、深く感謝申し上げます。
グローバルな運動である平和市長会議は今や、世界中で4,000人を超える市長の方々の支持を得ています。
市長会議は現在、5,000人を超える市長たちの支持を得るべく、ご尽力されておられますが、今年末までに、それは世界の10億人を超える人々を代表するものとなるでしょう。
そうした行動は、これら核爆弾の悲劇に対応するための最善の方法のひとつです。
それら兵器の使用を二度と許さないための唯一の方法はそれらを全廃することです。
そうした強固なコミットメント、そして核兵器のない世界の実現が可能であるとの信念とともに、そして、国連を構成するすべての人びとを代表し、本日、献花することを光栄に存じます。

THE SECRETARY-GENERAL REMARKS AT WREATH LAYING AT HYPOCENTER MONUMENT Nagasaki, 5 August 2010

Mr. Takashi Yoshihara, Chairman of Nagasaki City Council,
Mr. Mitsunori Sueyoshi, Chairman of Nagasaki Prefectural Assembly,
Distinguished guests,
Dear citizens of Nagasaki,
Ladies and gentlemen,
Minasan Konnichiwa.
On this location, sixty-five summers ago, a single plane dropped a single bomb.
It left this beautiful city of Nagasaki in ruins.
It took the lives of tens of thousands of men, women and children.
I have come today to pay my respects to their memory.
Watakushiwa sekai heiwa no tameni mairimashita.
I have come to honour the hibakusha for the extraordinary hardships they have had to endure.
The devastation was shocking. Their courage of fortitude was extraordinary.
And I have come to stand in solidarity with the citizens of Nagasaki.
Together with the people of Hiroshima, you have created a dynamic partnership for global nuclear disarmament.
This historic site does far more than mark the geographic centre -- the bomb’s impact.
I’m standing before this hypocenter with indescribably heavy mind.
This is a monument to the conviction that we must never allow such devastation to be inflicted on any population, anywhere, ever again.
As Secretary-General of the United Nations, I have offered a five-point proposal on nuclear non-proliferation and disarmament.
It includes recommendations on security, verification, transparency, conventional weapons and the legal framework for nuclear disarmament.
I am deeply grateful to the authorities of Nagasaki City and citizens of Nagasaki, mayors and governors for their strong support.
Their global Mayors for Peace movement now has the support of more than 4,000 mayors worldwide.
Their efforts to gain the support of over 5,000 mayors would represent a combined population of more than one billion people by the end of this year.
Such activism is one of the best possible ways to respond to the tragedies of these nuclear bombs.
The only way to ensure that such weapons will never again be used is to eliminate them all.
Let us work together to realize the world free of nuclear weapons.
With such a strong commitment and conviction that we can achieve the world free of nuclear weapons, on behalf of the peoples of the United Nations I am honoured to lay this wreath.
